HUD Foundation Evaluation for Manufactured & Mobile Homes

A licensed Texas engineer's written opinion on whether a manufactured home's foundation meets HUD's permanent foundation guidelines, delivered through Airdale Inspection LLC.

What is it?

If you're buying a manufactured (mobile) home, one of the biggest questions is the foundation: what the home sits on and whether it's properly supported. A HUD foundation evaluation answers that question with a signed and sealed report from a Texas-licensed Professional Engineer.

The engineer compares the home's foundation to the HUD Permanent Foundations Guide for Manufactured Housing (HUD 4930.3G) and to generally accepted engineering practice for a stable, fully supported foundation.

What do you get?

You receive a separate engineering report, signed and sealed by the engineer. It includes:

  • A plain-language executive summary at the top of the report.
  • The engineer's opinion on whether the foundation meets the HUD guide, whether the home appears to be attached to a permanent foundation system, and whether it should be considered habitable and safe for occupancy at the time of the evaluation.
  • Specific findings on items such as anchoring straps, piers, chassis support, and whether the home is carrying the weight of a deck, porch, or roof cover.
  • Drainage and maintenance guidance to help protect the foundation on Texas clay soil.
  • The on-site inspection report and photos from the day of the visit, attached as an appendix.
Why buyers ask for it: Many buyers and lenders want written proof of the foundation's condition before closing. If you're financing, ask your lender what documentation they require.

How it works: two professionals, two roles

This is a team service. Airdale Inspection LLC collects the information on site, and an independent engineering firm, Noble Engineering Services, LLC, analyzes it and writes the report.

  1. You book through Airdale

    You add the foundation evaluation to your agreement. The engineering fee appears as its own line item on your invoice.

  2. Airdale visits the home

    Our licensed inspector walks the property and records what the engineer needs: a visual assessment of the foundation and signs of movement, photographs and video, and site conditions such as grading and drainage. We follow the engineer's data collection protocols.

  3. Noble Engineering reviews the data

    The engineer checks that the information is complete. If it isn't, the engineer can request more data, request a site visit (an additional fee may apply), or decline to give an opinion.

  4. The engineer forms an independent opinion

    Noble analyzes the data and reaches its own professional conclusion. Airdale has no authority to direct or change it.

  5. You receive two reports

    You get the engineer's signed and sealed report, plus the home inspection report that supports it.

Airdale Inspection LLC

  • Collects field data on site

  • Does not interpret data from an engineering standpoint, determine the cause or significance of movement, or recommend structural repairs

Noble Engineering Services, LLC

  • Sets the data collection standards
  • Reviews and analyzes the field data
  • Forms the engineering opinion
  • Signs and seals the report with its firm name and registration number

All engineering services are offered and performed solely by Noble Engineering Services, LLC (Texas registered engineering firm, TBPELS Firm Registration No. 21369), under the responsible charge of a Texas-licensed Professional Engineer. Only the report signed and sealed by the engineer is an engineering document. Any foundation comments in our home inspection report are a home inspector's observations, not engineering opinions.

What the evaluation is not

  • Not a guarantee or warranty. It's a snapshot of the foundation on the day of the site visit and doesn't promise future performance. Texas clay soil expands and shrinks with moisture, so future movement is always possible.
  • Not a repair design.
  • Visual and limited in scope. It doesn't cover concealed or inaccessible areas, soil sampling or testing, concrete strength, thickness, or reinforcement, or the home's framing, plumbing, or building code compliance.
  • Not a permit check. Verifying permits with the local authority is outside the scope.

Liability for claims related to the foundation evaluation is limited to the fees paid for the services. Please read your service agreement for the full terms.
